Our client is one of the world's leading natural resources groups, focused on copper production. They operate 17 underground and open pit mines across Eastern Europe and they are currently looking for an Contracts Manager to join their team

Position Description:             

The Contracts Manager is responsible to plan, organize and control the activities of the KPL Contracts Department in order to approve and manage commercial aspects of all contracting activities throughout KPL in accordance with KPL standards, policies and procedures,  Law and  Project Sub Soil Use Permit requirements, while at the same time ensuring a high level of support service to internal KPL departments for contract bidding, negotiating, preparation, administration and management and applying an ethical, efficient, risk managed, consistent and cost effective approach at every stage of the process. In addition the Contracts Manager shall be responsible for the over sight and management of the commercial aspects of the EPC contractor carrying out the construction and startup of the  Copper Project.

Key Accountabilities:

  • Have an overriding commitment to a Zero Harm environment.
  • Develop, establish, implement and maintain contracting policy, procedures and systems, and monitor the adherence of these procedures within Bozshakol and its contractors.
  • Establish and develop a Contract Services Department team with sufficient trained staff to carry out the tasks of;, over sight of the EPC process and carry out business readiness tasks for Mine Operator.
  • Ensure successful procurement of services and certain goods through effective contracting in terms of costs, quality, quantity, services and availability.
  • Select, train and develop personnel to form an effective team and monitor individual staff development plans in line with KPL succession planning.
  • Develop contract plans and strategies based on KPL contracting requirements and provide regular progress status reports of all contracting activities.
  • In conjunction with the IS Department, develop, implement and update the contracting components of any Company finance, contract management, Electronic-business and related systems.
  • Manage contract and contractor administrative matters relating to Government regulatory compliance and interaction, claims, disputes, invoicing/payments, correspondence, review meetings, back charges, taxes, insurance, liability, indemnities, bonds and retentions.
  • Develop and maintain standard contract documents and train staff to prepare formal contract documentation customized to suit specific contract requirements of  operational and construction activities.
  • Provide specific focus and compliance to contract management and contractor activities with respect to KPL standards for health safety and loss control, environmental management, external relations and local business initiatives and support.
  • Ensure approval all requests for contracts and execution of all contracts are carried out in accordance with KPL policies and procedures.
  • Provide discipline reports on a monthly and weekly basis.
  • Provide mentoring to national engineers.
  • Whilst on the project site work with construction, QA/QC and commissioning to resolve engineering conflicts and contribute to a smooth and seamless handover to the operations end user.                                               

Professional Qualities

  • Degree in Business, Law, Engineering or equivalent.
  • Minimum 10 years experience in contract management with a minimum 2 of those years working in Eastern European Country.
  • Experience in the mentoring and development of local nationals contract department team
  • Sound understanding of relevant business, legal system, company law, immigration, manpower, tax, importation, mining regulations.
  • Well developed computer skills to be able to implement and maintain effective processes and procedures.
  • Strong analytical capabilities and negotiating skills, sound business sense, advanced English language documentation skills with high attention to detail.

Desirable skills, knowledge, training and experience:

  • Initial work period in contractor’s EPC location (TBA)
  • Resident assignment status, accompanied or unaccompanied
  • Frequent travel to project site.
  • Fluent in the English language and preferably with a command of the Russian language
